Why is Funky’s appearance in PAC-Man World only considered a possible one? Scott Rogers was the main designer of Pac-Man World and directly stated that the sentry ghost in the game’s intro is Funky. Scott Rogers also clarified that his role as designer means that he implemented and designed characters.
Therefore, his word should count as an official canon source.
It just looks so... off. The colors are too warm, his face is oversized, it doesn't even look 3D.

The best Pac-Man GIF animation ever made. A perfectly made 1920x1920 GIF animation for Pac-Man with a perfect color yellow (#ffff00). It also serves as a slightly unpixelated version of the original Pac-Man sprite. This was made using a large circle image of a full size, colorizing from PineTools, cutouts made using Pixlr, merged image pieces using imageonline.co and GIF animation made using Ezgif which makes a large image like a square-shaped image down to 1920 by both the height and width. Feel free to use it for any projects you plan to make.

Following the release of the hit Amazon Prime original series Special Stage™, the latest evolution in the Super Mario series has been announced in the form of Silhouette Sewer. The game is scheduled to debut next year for the Nintendo Switch and Zeebo platforms.
In this chilling adventure, the cloaked Plumber No. 14 is summoned by the barrel-smashing Italian robot, OSSAN. Players will traverse a maze of girders and pipes unlike any other, all while fighting the bloodied remains of classic Nintendo iconography. Additionally, OSSAN can violently smash a hammer into Plumber No. 14's back; powering up into a giant silhouette, smashing through all of the Shellcreepers in his path.
For this thrilling adaptation, director Xoji Xondo has worked within the limitations of the two most crucial aspects of the Mario franchise: plumbing and turtles. Mario fans will notice a plethora of iconic references across Silhouette Sewer, such as one (1) Warp Pipe appearing in the game's trailer. Of course, the Mario Bros. series has never had any form of storytelling, characterization, consistency, or anything similar; making this a perfect fit for the Mario franchise. Considering its overly simplistic nature, it's time for Mario to change out of his 1981 origins, of which he's never once evolved further.
Prior to Silhouette Sewer's prestigious reveal, the game would receive a television adaption as part of the "Special Stage" series. To prevent spoilers of Nintendo's creative genius, the TV episode was marketed as being the original idea of the Special Stage directors; when in actuality, it was a forced concept directly by Nintendo. "We had to lie in interviews", said Phris Cratt, voice actor of OSSAN; "Nintendo came to us with the idea to destroy any and all public morale of their leading brand, and we were all for it".
Fans of Mario will be pleased to know about the secret, alleged, reported lore behind Silhouette Sewer. If you look directly inside of OSSAN's stray mustache hair, you will see a shape strikingly similar to the bottom-row aliens from Color Space Fever (1979). Furthermore, the Special Stage episode features text written in Feverspeak, the fictitious language of the Space Fever franchise. This suggests the game will tie in to the timeline of the FCFF (Family Computer Federation Force); something that all Nintendo players are familiar with and fond of.
From his humble origins as a LEGO-colored pizza with several intricate slices cut out, to his newfound blood-curdling adventures, Mario will remain an icon for decades to come. Here's to another 45 years of barrel-blasting adventures from our favorite Brooklyn brute.
