The Ghost Witch of Netor punishing the Ghosts for being beaten by Pac-Man.
The Ghost Witch of Netor, known as Abylusnetter (アビラスネッター Abirasunettā) in Japanese, is the main overarching antagonist of both Pac-Man 2: The New Adventures and Pac-In-Time.
She is a wicked witch who is a former but abusive and failure-intolerant leader of the Ghost Gang trying to get rid of Pac-Man. She was also Pac-Man's arch-nemesis.
She can also be incredibly outraged, such as when the Ghost Gang failed to defeat or seize Pac-Man.
Appearance[]
She is an evil witch with long orange/red hair, blue pale skin, and wears a purple cloak. She has a white streak going through her hair from the center of her forehead all the way to the back of her head.
From Pac-In-Time onward, her hair turns white, is fair-skinned, and wears a red cloak instead. Her purple eyeshadow is much more prominent.
Personality[]
The Ghost Witch has an arrogant personality, and is often times vengeful. She hates Pac-Man for always ruining her schemes of world domination, to the point of wanting to kill him (and directly in Pac-in-Time, where she teleports Pac-Man back in time and de-ages him into a young Pac-Boy). She also seems to never want to do things by herself, often sending out her minions to do her bidding, or even letting the gum monster take on Pac-Man.
She has little tolerance for failure, as shown by her zapping her own minions, the Ghost Monsters' forms off after failing to take on Pac-Man, even during the first episode where they had little to no involvement, and could be skipped altogether.
It should also be noted that even after being defeated, she does not express any sort of remorse for her actions, and instead vows to come back and take her revenge.
History[]
Not much, if at all is known about her background, but it is implied that she was a witch who wished to conquer the world.
Pac-Man 2: The New Adventures[]
As she still wants to conquer the world, she becomes the leader of the Ghost Gang (a group of ghosts who failed to get rid of Pac-Man). Together, they rule an abandoned factory, turning it into a scary headquarters where she continues to plot with conquering the world, along with a great being.
In the first mission, Ghost Witch finds out about the ghosts not being able to kill Pac-Man, so she commands them to try again (as she knows that Pac-Man can ruin her evil plot), all while Pac-Man is being ordered by his wife, Ms. Pac-Man, to get milk for Pac-Baby, who is hungry. Pac-Man defeats the ghosts (getting the first card from them) and gets the milk for Pac-Baby. Ghost Witch gets outraged at the ghosts and yells at them, shooting lightning at the ghosts, zapping them out of their cloaks and to go away only with their eyes.
In the second mission, it is Lucy's birthday. Pac-Man is ordered by Ms. Pac-Man to get a flower from the mountains for Lucy. The Ghost Witch commands the ghosts to get rid of Pac-Man again, but they are defeated by Pac-Man again (again dropping one of the three cards), who later finds the perfect flower for Lucy. Ghost Witch gets even angrier at the ghosts for failing again and yells at them again.
In the third mission, Ghost Witch commands the ghosts to steal Jr. Pac-Man's guitar. After stealing the guitar, she disguises the ghosts to prevent Pac-Man from questioning them, all while Jr. Pac-Man is telling Pac-Man that they stole his guitar. Pac-Man goes to Pac-City and finds out about the ghosts in their disguise, defeats them, and gets the guitar back. Ghost Witch yells at the ghosts again for failing for the third time.
In the fourth mission, she returns to her plot about conquering the world, along with a great being: the Gum Monster. She commands the ghosts to get the gum from the people in all Pac-City to make the Gum Monster (to which they succeeded). Later, she puts a broadcast on every TV in Pac-Land and tells her evil plot with the Gum Monster to everyone. Pac-Man again defeats the ghosts and gets the last card, makes his way to the abandoned factory, and uses the cards to access the Ghost Witch's and Gum Monster's hideout, only to get scared of the Gum Monster, who becomes larger. Pac-Man becomes Super Pac-Man and defeats the Gum Monster. However, the witch escapes, but not before vowing vengeance on Pac-Man.
Pac-In-Time[]
True to her word, she returns in Pac-In-Time as the main antagonist again with a new evil scheme, casting a forbidden spell to send Pac-Man hurtling back in time (with the hopes of him not returning to the current day) to when he was a young Pac-Boy and into a horrid, unfamiliar world teeming with inhabitants magically turned into mindless and hostile monsters by the Ghost Witch's machinations with her loyal ghosts patrolling to harass Pac and keep him prisoner in this twisted world. Pac-Man, despite being a boy, eventually makes his way to the Castle that is ruled by the new Gum Monster, defeats all the ghosts and the Gum Monster again, and returns to the present day with the Ghost Witch's curse ruined, reuniting with his family, effectively foiling her scheme for the second and final time.
The Ghost Witch is never seen again after the events of Pac-In-Time. It's unknown what happened to her after Pac-Man returned from the twisted past.

Trivia[]
- It may be possible that the Ghost Witch is the video game equivalent of Mezmaron from the Pac-Man television Series, since both of them are in charge of the Ghosts.
- She makes a cameo in Namco Museum Vol. 5 in the Pac-Mania Room.
- She is the only antagonist to be the main villain of more than two Pac-Man games.
- The Ghost Witch's design seems to evoke 90s anime villains, such as Queen Beryl from Sailor Moon.
