The episode opens with Pac, Spiral, and Cylindria excitedly running towards Pac-It-In Burger for lunch. As a result of not looking where he is going, Pac accidentally bumps into a large, dark green Pac-Worlder. He apologizes and follows his two friends shortly thereafter; however, unbeknownst to Pac, this inconspicuous Pac-Worlder is actually Kingpin Obtuse, a prominent crime boss who has been hired by Betrayus to spy on the yellow teen. Obtuse initially surmises that Pac is not as big of a threat as he appears and offers to make him "disappear," but Betrayus, having seen first hand what Pac is capable of, scoffs at the proposal and tells the crime boss to continue spying. Obtuse asks for something specific to look out for, but he doesn't get a straight answer from Betrayus. The call promptly ends when the slug dog Betrayus ordered from Ogle's stand bites his face.

The trio is about to order their food when Skeebo suddenly shows up. Skeebo tries to woo Cylindria, his ex-girlfriend, by ordering a large, expensive meal, but she confidently declines his offer, states she'd rather hang out with her actual friends, and obtains her original order. Skeebo angrily complains about having wasted all his money on his futile order. Upon hearing him remark about how his food was going to waste, Pac decides to eat Skeebo's order for him. Skeebo is about to retort when he gets startled by the sight of Ghosts and cowardly hides inside a recycling bin. Spiral worries that the presence of Ghosts means an invasion, but when Pac spots Blinky, Pinky, Inky, and Clyde pulling pranks on random Pac-Worlders, the trio conclude that it is not a serious invasion. Nevertheless, Pac whips out his Berry Dispenser, so he can power up and start eating Ghosts. While watching Pac take care of the legion, Skeebo realizes that the Power Berries are the source of Pac's power. He then assumes that the yellow Pac-Worlder is hoarding all the Berries for himself, dismissing the purple Berries Pac had given him before as defective. As the incursion winds down, the Ghost Gang decide to leave, but not before sliming one more Pac-Worlder, namely Skeebo. As a crowd forms to congratulate Pac for saving the burger joint, a humiliated Skeebo tries to convince them that his assumptions are true, but the crowd members are too busy relishing in the moment to notice. All the while, Obtuse has witnessed the entire scene unfold and reports to Betrayus that he has a plan. Betrayus, who has now enlisted Dr. Buttocks to try and replicate the powers of the Berries, is delighted at how well his scheme is going.

Later on, Skeebo is walking by himself around the dorms, grumbling about how he could be a much better hero if he had the Power Berries. Obtuse overhears this and decides to make his presence known. At first, Skeebo is rather frightened, but Obtuse manages to win him over by introducing himself as a journalist documenting local heroes that are overshadowed by "the Pac-Man." Amazed at the prospect of finding someone who shares his sentiments, Skeebo attempts to demonstrate his heroic qualities. Although he fails to perform any actual heroic acts (and gets reprimanded by an angry mother), Obtuse brushes it off as Pac's influence making "true heroes" look worse. Obtuse then talks Skeebo into stealing Pac's Power Berries. Skeebo makes several attempts to steal Power Berries from Cylindria, Spiral, and Pac, but each one backfires horribly. Upon realizing this, Obtuse calls Betrayus to order a diversionary invasion. The Ghost Gang catches wind of Betrayus' plot and head off to warn Pac.

Several Aqua Ghosts emerge from a portal in Maze 256 and start sliming denizens around the dorms. Cylindria and Spiral start capturing Ghosts with their PSCs; meanwhile, Pac consumes a Power Berry that turns his tongue into a fishing rod, allowing him to eat groups of the fish-like Ghosts more easily. During all of this, Skeebo, in another act of cowardice, hides behinds some bushes. Just then, however, Obtuse shows up and points out to the blue Pac-Worlder that he now has the perfect opportunity to steal Pac's Berry Dispenser. While the trio is distracted, Skeebo crawls from under the bushes and swipes the dispenser. After finishing off the last few Ghosts, Cylindria and Spiral begin to suspect something is wrong. The Ghost Gang show up to confirm their suspicions just as Pac realizes his dispenser is missing. Meanwhile, behind the bushes, Obtuse congratulates Skeebo for completing the task. The crime lord asks Skeebo to surrender the Berry Dispenser to him, but, much to his surprise, the younger Pac-Worlder refuses. Then, after he sees four Ghosts that Pac "missed," Skeebo eats multiple Power Berries, causing him to transform into Heebo-Skeebo. Skeebo tries to use his new rockets to fly, but he is unable to control them at first. Once he does manage to take control, Skeebo dives towards the Ghost Gang and swallows them. A small crowd gathers to gawk at the new hero, but when Skeebo realizes he can't keep the four Ghosts down, he flies towards the bushes and spits them out. Despite the trio's protests, Skeebo refuses to return the dispenser and instead gloat about his newfound powers. As the four teens bicker, Obtuse pops out of his hiding spot to give Heebo-Skeebo one more task: to challenge Betrayus himself in the Netherworld. Desperate to prove he's the better superhero, Skeebo accepts, powers up again, and flies into the portal; Obtuse then calls Betrayus to inform him of Heebo-Skeebo's arrival. Pac, Spiral, and Cyli begrudgingly realize they must go after Skeebo before he ends up in trouble.

In the Netherworld, Skeebo boasts about how he is going to be the one to defeat Betrayus; unfortunately for him, his hopes are almost instantly dashed when a dragon swats him out of the air just as he runs out of Berry Power. He is then captured by Dr. Buttocks. Pac, Spiral, Cyli, and the Ghost Gang realize what happened and head towards Betrayus' Castle, but they are forced to contend with the same Dragon that knocked out Skeebo. It nearly manages to swat Pac, but the Ghost Gang push him out of the way in the nick of time. The yellow Pac-Worlder successfully defeats the Dragon by tricking it into flying into a cliff, resulting in it falling to the ground and being buried by the subsequent rubble. The trio then head off to rescue Skeebo, who is trapped inside a cell in Betrayus' dungeon. The fire ghost personally visits the cell just so he can gloat about the success of his plan; however, the victory is cut short when Dr. Buttocks reveals an unexpected piece of information: Skeebo already ate all of the Power Berries in the dispenser. Upon realizing that his plan amounted to nothing, Betrayus becomes furious and orders Skeebo to be sent to Ogle's. Fortunately, the trio arrive just in time and defeat Betrayus' minions. Pac nearly chomps Betrayus himself, but the fire ghost is able to escape by using Dr. Buttocks as a shield. With little time before reinforcements arrive, Pac grabs Skeebo and, with Cyli and Spiral, escapes the Netherworld. Skeebo, having learned nothing of note from the whole ordeal, complains about how awful the trio was before going to his dorm. The next day, Skeebo is mortified when he sees that he made the front page headline—as an incompetent wannabe that had to be rescued by Pac. As he angrily tears his newspaper, Cyli mentions that three million other copies were delivered, meaning that the bully's reputation will be forever ruined.
