Laser Pac-Man is one of Pac-Man's friends who appear in Pac-Man Friends. Despite appearing in promotional material and on the game's title screen, he never actually appears in any of the levels.

Pac-Man Friends[]
Although he appears in the main menu, he never appears in any level. The reason is that the game has 95 levels, and Bandai Namco planned to add more in updates, but no further updates were ever released. The character still has files and sprites with different color palettes that also go unused. No one knows for sure what this friend would’ve done, although a level with gates probably meant to be broken with a laser with this friend was considered but scrapped[1]

Laser Pac-Man was also seen in Pac-Man Star Wars concept art. The other 3 screenshots are of a level from Pac-Man Friends, given new textures to fit the Star Wars theme, suggesting the level was meant to be used in Pac-Man Friends.
