If a Ghost behaves identically to the original Pac-Man version, they won't be mentioned in an additional chart. Also, many Ghosts don't have proper official names, so those without will be marked with an unofficial name.

Pac-Man
Blinky     img

Follows Pac-Man directly during Chase mode, and heads to the upper-right corner during Scatter mode. He also has an "angry" mode that is triggered when there are a certain number of dots left in the maze.

Inky img

During Chase mode, his target is a bit complex. His target is relative to both Blinky and Pac-Man, where the distance Blinky is from Pinky's target is doubled to get Inky's target. He heads to the lower-right corner during Scatter mode.

Pinky     img

Chases towards the spot 2 Pac-Dots in front of Pac-Man. Due to a bug in the original game's coding, if Pac-Man faces upwards, Pinky's target will be 2 Pac-Dots in front of and 2 to the left of Pac-Man. During Scatter mode, she heads towards the upper-left corner.

Clyde img Chases directly after Pac-Man, but tries to head to his Scatter corner when within an 8-Dot radius of Pac-Man. His Scatter Mode corner is the lower-left.
Pac-Man Arrangement (1996)
Blinky img Acts identically to how he did in the original Pac-Man. If powered up, he gains a dash ability where he can dash after Pac-Man in horizontal tunnels. The "angry" state is also given a visual indicator.
Inky  img Acts the same as he did in the original Pac-Man, but when powered up he gains the ability to make a morrored clone of himself along the Y-axis of the maze. However, he can only do this when he's at the center of the maze.
Pinky img Acts the same as she did in the original Pac-Man, but when powered up gains the ability to jump to a spot near Pac-Man at any point in time.
Clyde img Acts the same as he did in the original Pac-Man, but when powered up gains the ability to spit out rows of 3 large Pac-Dots at random, but only in areas without Pac-Dots.
Kinky img When spawning from the Ghost Home, one of the other Ghosts will slow down and Kinky will target them. When he contacts the target Ghost, he powers him up and returns to the home. He can only power up a certain number of Ghosts each maze, with the amount of Ghosts he can power up depending on the world number. Once he's reached his Power up limit, he no longer appears in the maze.
Pac-Man 256
Blinky img Directly chases after Pac-Man, and only ever chases him.
Inky img Follows along a wall either clockwise or counter-clockwise.
Pinky img Stays stationary in a spot. If Pac-Man comes within her line of sight, she charges after Pac-Man and only stops once hitting a wall. From there, she'll wait in place until Pac-Man appears in her sight again.
Clyde img Moves downward unless a wall is in the way. If there's no way to go down, he moves in Pac-Man's direction until there's no wall underneath him.
Sue img Appears in groups of 3 and slowly moves left and right, following Pac-Man. Sue never moves vertically.
Funky img Appears in groups of 4 and move back and forth. They only turn once they hit a wall. Funky never moves vertically.
Spunky img Sleeps in place until Pac-Man is within a 4-Dot radius, then Spunky wakes up and chases after Pac-Man. If Pac-Man gets far enough away, Spunky falls back asleep.
Glitchy img Slowly chases after Pac-Man, but can glitch to jump near Pac-Man's location.
Pac-Mania
Blinky img Acts identically to how he did in the original Pac-Man. The "angry" state is also given a visual indicator.
Funky img Follows after Sue and is about as slow. If Pac-Man jumps, Funky jumps slightly lower than Pac-Man. He's difficult to jump over because of this. He has no Scatter mode.
Spunky img Follows after Sue. If Pac-Man jumps, Spunky jumps at an equal height, making her impossible to jump over. She has no Scatter mode.
Sue img Follows after Pac-Man. She has no Scatter mode.
Pac-Man Championship Edition series
Sleeping Ghost (Unofficial Name) img Sleeps in place until Pac-Man is within a 1-Dot radius, then it wakes up and follows directly behind Pac-Man. If there's already 1 or more Sleeping Ghosts following Pac-Man, they Sleeping Ghosts will form a line behind Pac-Man.
Mini Sleeping Ghosts (Unofficial Name) img Sleeps in place until Pac-Man is within a 4-Dot radius, then they jump to the other Ghosts and form a line in front of them. When their lead Ghost becomes Angry, they hide inside the Ghost until it returns to normal. When Pac-Man has a Power Pellet, they trial behind the lead Ghost. They can't be eaten directly, but instead will be eaten when the lead Ghost is. They don't harm Pac-Man directly either, as when he touches them the lead Ghost becomes Angry and they hide.

Other Ghosts
Tim Jr. Pac-Man, Sandbox Evolution img Behaves exactly like Clyde in Jr. Pac-Man, and in Sandbox Evolution he simply moves up and down, reversing direction when he hits a wall.
Glowing Ghost (Unofficial Name) million x Pac-Man img Seems to move entirely at random. Whenever coming in contact with a moving Fruit or another Ghost, it stops until the other object goes away. If 2 Glowing Ghosts collide, only one stops while the other continues to move. Glowing Ghosts will get stuck in Barriers if they attempt to travel through them. After Pac-Man has been on the maze for a long time, they will begin to switch between Scatter and Chase modes, where Scatter is their normal behavior and Chase is where they directly chase after Pac-Man. Oddly enough, they don't switch modes all at once, but rather individually.
Growing Ghost (Unofficial Name) Pac-Man.io img

Mostly just circles around in a spot at random. It grows in size whenever dealing damage to Pac-Man and comes in the 4 colors of the original Ghosts.

Punky Sandbox Evolution img

Behaves exactly like Pinky in Pac-Man 256.

Itchy Pac-Man Party Royale img

(currently unknown) When contacting Pac-Man, instead of killing him, he inflicts a bad status effect, like slower movement speed.

Creepy Pac-Man Minecraft mashup pack img

Constantly targets Pac-Man like Sue, but once close, Creepy will slow down and begin to flash and hiss before exploding, destroying maze walls around him and turning him into a pair of eyes, like he was eaten with a power pellet.

Morinaga Ghost (Unofficial Name) Morinaga Pac-Man mini img

Appears to be mostly random movement, each Morinaga Ghost is based on a different flavor of Morinaga candy chews. A total of 8 Ghosts, with 4 being Fruity flavors and the others being Caramel flavors. Along with these are additional Pac-Dots of each flavor, and depending on which is eaten, each Ghost of the opposite category becomes a special fruit to mimic the candy's flavor mixing gimmick. Eating Fruit Power Pellets will only turn Caramel Morinaga Ghosts vulnerable, and eating Caramel Power Pellets will only make the Fruit Morinaga Ghosts vulnerable.

Pac-Ghost (Unofficial Name) Pac-Man Party Royale img

After being killed, Players will control a Pac-Ghost instead of a regular Pac-Man. These are all player-controlled (or otherwise controlled by CPU players) so they don't have much real AI to them.

Micro Ghost (Unofficial Name) Pac-Man 99 img

Sleeping Ghosts that are layed out in the middle of the maze, touching them causes them all to trail behind one single Ghost, chosen randomly. They can be eaten with a power pellet like normal ghosts, and eating them is the same as eating a regular Ghost, but otherwise they are entirely intangible. A maximum of 32 Micro Ghosts are allowed to trail behind a main Ghost at any point.

Bouncy Ghosts (Unofficial Name) Pac-Man Championship Edition 2 img

Acts exactly like whatever Ghost it's the color of (Blinky, Pinky, Inky, or Clyde) except for the fact that touching them causes both the Bouncy Ghost and Pac-Man to bounce away from each other instead of instantly killing Pac-Man.

Copy (Unofficial Name) Pac-Man VS img

A gray transparently Ghost that moves around the board in a random pattern. If it touches another Ghost, it inherits its appearance and AI, and will act just like it until eaten, when it loses the inherited appearance and AI when it reforms and becomes transparent and random again.
