Pac-Man Maker is a game developed by Pixowl and released in 2017 for iOS devices. It is based on the previously-released Pac-Man content pack for The Sandbox Evolution, another Pixowl-developed game. The game was, oddly, only ever released in Canada; it was delisted from the Canadian App Store at an unknown date. An Android port was planned but canceled.

Pac-Man Maker functions effectively the same as The Sandbox Evolution's Pac-Man content pack, but has all further Sandbox Evolution assets removed (i.e. non-Pac-Man elements). In the game, the player can create custom Pac-Man mazes; when the player finishes creating their level, it can be uploaded online for others to play. The Pac-Man elements mainly mimic mechanics of the original Pac-Man arcade game, with some functions also based on Super Pac-Man and Pac-Man 256.
In addition to the maze creation mode and online-uploaded levels, there is a "Solo Mode" consisting of 15 premade, offline levels.

- Despite its Canada-exclusive release, the game's original trademark (registered April 2017) was filed in Europe.
- Pac-Man Maker's Canada-only release may have been an attempt at a "soft launch" or test-marketed run of the game; a handful of publications labeled the game as such.[1]
- Similarly, a few years prior to Pac-Man Maker, a mobile version of Pac-Man Championship Edition DX was soft-launched exclusively in New Zealand.
- To theoretically access the game in other regions (prior to its delisting), the user could download the app by creating a dummy Canadian iTunes account.[1] However, all of its online functions, and the ability to save created levels, could not be accessed.
- The "Tim" and "Fire" elements, which were added to The Sandbox Evolution in a later update, are not present in Pac-Man Maker.
